This is the ppm installation of pkg followed by what installed running pkg e *.deb: If the files are already downloaded, as referenced by the command line argument, could anything need to be downloaded other than the dependencies required to make pkg work? What I'm not sure about is all the "Downloading" / "Downloaded" messages. The colors are prettier in-terminal but all the info is there.
